1.

 

The Secretary shall distribute the minutes of the previous meeting, but no motion or discussion shall be allowed on the minutes except due regard to accuracy.

After confirmation of the minutes the Chairman shall sign them and members shall then be at liberty to ask any questions with regards to “Matters arising out of them”.

Such questions shall be allowed for the purpose of information only and no debate on the policy outlined in the minutes shall take place.

No speaker shall speak for more than five minutes except with permission of the Chairman.

 

 

3.

A member shall stand when speaking and shall address the Chair.  When the Chairman stands, all other members shall remain seated.

 

 

4.

No motion or amendment shall be spoken to except by the mover until it has been seconded.

 

 

5.

A member who speaks shall direct his speech directly to the motion or amendment under discussion, or to a motion or amendment to be proposed by him, or to a question of order.

 

 

6.

Every member may speak once on any question or amendment, and the mover of an original resolution may reply, but his reply shall not introduce any new matter into the debate.  Provided always that a member may, at any time speak, speak to a point of order, or any explanation of some material part of the speech made by him which he believes to have been misunderstood. 

 

The Chairman may have discretion to permit a second contribution to the debate on any subsequent motion or amendment by any member.

 

 

7.

A member, whilst speaking, shall not be interrupted except on a “point of order”, and when any member rises to order, the member speaking (if any) shall resume his seat until the point of order has been disposed of.

 

 

8.

A motion or amendment, once made and seconded, shall not be withdrawn without the consent of the meeting.

 

 

9.

Every amendment shall be relevant to the motion on which it is moved and shall not be a direct negative.

 

 

10.

Any number of amendments may be received, but no second or subsequent amendment shall be moved until the meeting has disposed of the first amendment.

 

 

11.

Any member, including the Chairman, may move that the meeting do now proceed to the next business or that the motion be now put.

 

 

12.

Any member may move that the meeting do now move into committee.

 

 

13.

The method of voting will be by show of hands.  The Chairman shall have a deliberate vote shall, in the case of parity, have a casting vote.

 

 

14.

No resolution shall be rescinded or amended at the same meeting at which it is passed.  A period of 90 days shall lapse before any motion is taken to rescind or amend any resolution at any meeting of the Association.

Standing orders can be suspended only by two-thirds of those present and voting.
